Of these, complaints over Rs 20,000 crore are from Maharashtra alone, people privy to the matter told ET.
Claiming vendetta by the Centre, eight states ruled by non-NDA parties including Maharashtra, West Bengal, Chhattisgarh, Mizoram, Kerala, Rajasthan and Punjab in the last one year have withdrawn general consent accorded to the CBI under the Delhi Special Police Establishment Act to probe cases in their jurisdictions. A general consent is a must for the CBI to register an offence in the state and in its absence, the federal agency has to approach the local government on a case-to-case basis seeking permission to conduct investigation.
According to the people, the Maharashtra government, which withdrew the consent in August last year in the aftermath of the probe into the television rating points manipulation case, has yet to reply to 71 requests sent by the federal agency pending before it since August to probe allegations of frauds caused to nationalised banks.
The CBI is also awaiting intimation on request to investigate 20 cases of disproportionate assets (DPA) allegedly amassed by central government employees. The CBI is the only federal agency to probe corrupt officials attached to central departments like the income tax, customs, GST and public sector undertakings.
“While the fraud caused to the banks can be quantified, those in DPA are difficult as one needs to investigate and ascertain the facts. In certain cases, it could range from a few crore to even a few hundred crore rupees. But to investigate it, consent is required which hasn’t been accorded by the state,” one of the people said.
According to the people, among the complaints forwarded by the banks include those against companies.
